The one agreed list of organisations, facilities, devices and instrument models that every other system refers to. Nobody opens it directly. It is what stops the same hospital being spelled four ways, so figures from different places can be added together.
The problem

Every system keeps its own list of facilities, devices, and organisations, and none of them agree. So a district total is not the sum of its facilities, an instrument appears three times under three spellings, and every new integration begins by rebuilding a mapping table somebody already built.
What it holds up
Nobody opens it. Everything depends on it.
This is the one part of MedX with no screen of its own. You notice it when a national figure reconciles on the first attempt instead of the third.

One name for everything.
Organisations, facilities, departments, and instrument models all resolve to a single agreed record. Places are deliberately one kind of thing, so a country, a district, a hospital and a bench sit in the same list and roll up cleanly.

Governance
Nothing goes in unchecked.

Offline
A bad link does not stop a lab.
Each site keeps its own copy of the lists it needs. A lab in a district with unreliable connectivity can still register a sample against the right facility and the right instrument, with no network at all.
